I had a situation where tenants who were living upstairs from me vandalized my apartment by flooding their place upstairs from me as they moved out causing flooding in my place. My insurance company advised me to call the police and make a report. When the officer arrived he acted like he didn't want to come in my apartment. He was not friendly at all. He didn't even offer to give me a police incident report until I asked him 3 times. He needs more training.
